Clicking "Copy Story" used to create the copy right away and only then
redirect to its edit form. Until it was renamed and moved, the copy
was already visible to other users in the original account, site and
folder.

The button now leads to a form where title, permalink, account, site
and folder can be chosen before anything is created. Users can also
decide whether members of the original story should be copied or
whether the copy starts without members. Members who do not belong to
the target account are not copied.
When the permalink slug is left empty and the default slug derived
from the entry title is already taken in the selected directory,
append the first free number (e.g. "my-title-2") instead of failing
validation. The slug placeholder in the entry and duplicate forms
shows the resulting slug for the selected directory, so the suffix
never comes as a surprise.

Validation errors were previously preferred over Friendly ID's UUID
suffixes, which could not be predicted in the placeholder. Duplicated
entries now use the same scheme instead of appending the entry id.
Duplicating creates a new entry in the account, but entry publishers
were allowed to do so even though only account publishers may create
entries. Align the two permissions.

Entry publishers without account publisher role can no longer copy
entries.
