Chat place picker: workspace → project tree combobox - #349

The composer's project chip becomes a tree combobox: global agents' chats can work in a whole workspace (or none), with its projects nested beneath; search keeps the hierarchy (own filter, cmdk's fuzzy sort reordered rows). Core: ConversationPatch.workspaceId for global agents' chats (drops a project from another workspace), and runs/chatSources use the chat's picked workspace when there is no project, so it now brings that workspace's context and folders. The per-chat instructions chip only shows when a chat already has some.
