- App/webhook events with a filter are screened by a quick Haiku check first; clear non-matches are marked skipped without a run or chat (e.g. every ClickUp comment no longer starts a Feedback Dev run).
- Unclear answers or a failed check fall through to the run, which still applies the filter as before.
