Add baseline MCP HTTP endpoint sequence

Implement an initial JSON-RPC handler sequence and REST mapping for the MCP project. The endpoint should respond to initialize, ping, tools/list, prompts/list, resources/list, and respect MCP protocol headers while defaulting to empty lists.
