[Feature Request] "Enable Duplicate Notifications" is two settings in one - separate them

Is your feature request related to a problem? Please describe.
The setting is described as "Admins and users with edit rights will see a badge on the Duplicates sidebar button and a notification popup when they login."

• A notification popup is one thing.
• A badge on the sidebar is a separate thing.

The popups are extremely annoying and I want them gone. The badge is useful and I might want to keep it visible. These settings should not be combined.

Separate settings:

• "Enable Duplicate Notifications"
• "Enable Duplicate Badge"

Describe alternatives you've considered
I just have to turn it off for CWA to be usable right now.

Having disabled this setting, I now see that badges appear no matter what. I don't particularly care if they are there or not, but this setting's description needs to not mislead in this way.
