[bug] Duplicates page sometimes scrolls up when an item is dismissed

Describe the bug
When dismissing the top item on the Duplicates page, instead of the list moving up while the viewport remains static as I'd expect, sometimes the page is scrolled to the top of the page as well. This seems to happen only when near the top of the page.

To Reproduce
Steps to reproduce the behavior:

1. Click "Dismiss" on the top item while near the top of the Duplicates page.

Expected behavior
The viewport should remain static while the list shrinks, slotting the previous item to where the removed item was.

This is very inconsistent, but often happens while scrolling significantly down the page as well.
