Follow-up from PR #320 (merged as 93a4b3e).
The anchor-coverage rule is restated in prose in four places and kept in sync by hand. PR #320's own round-5 review miss came from exactly that: one statement was corrected and the others were not.

- Give the rule one home and have the other three places link to it, so there is a single statement to correct.
