Stop contributing language ids for recorded tests (#3361)

Programming languages are now tested with scope tests running outside of
vscode. This pull request removes language definitions and recorded
tests for kotlin, scala, talon and scm. All the recorded tests that can
run in vscode without extra extensions have been left.
