ansible-runner: TAGS must be declared as array in pipeline

Due to the jq TAGS has to be declared as an array and not a string in pipeline otherwise we have an error like this: ''parse error: Invalid numeric literal at line 2, column 0''

It would be nice to either allow to have as both variable type in the pipeline or to display a more clear error message
