Segmentation Field in Feature Line Split does not Override Segmentation Number as intended

Per the documentation, Segmentation Field is supposed to override whatever number is input into Segmentation Number, but in practice this does not appear to happen. The tool requires a user to input a Segmentation Number even if a Segmentation Field is used, and results do change as the Segmentation Number changes, causing unexpected results.

@kellytdunn - I can't replicate the circumstances behind this issue. When I activate print statements related to line length I see it deferring to field values.

I do see a good reason to refactor the functions for field references to make it more clear what is going on. It is possible the fields are not passing validation in the tool, but I need datasets to replicate.

@d-wasserman this has come up again in a HIN for Dunellen, NJ. I would think it would work on any dataset though.
