chore: bump THIS_VERSION to v712.23 - #48

Cuts the release carrying the upstream v8.49.0 merge (#46) and the annual battery-cycles fix (#47). Merging those alone publishes nothing - release.yml derives the tag from THIS_VERSION, so without this bump the workflow re-runs against the existing v712.22 tag, finds it already published and exits.
