Describe the bug
When the plotly graph loads for the first time, there is a brief flash of a white/black border (depends on if you are using a dark/bright theme), that disappears in a few milliseconds

Additional context
Reproduction:
open any view with the plotly graph for the first time and observe a brief blink of a white border. When the view is opened the second time the white border is not visible.
How to reproduce consistently is to open the configuration of the card and change any value. In the preview the white border will blink all the time.
Opening the Animations tab and setting the Animation speed to 10% helps observing the border
