Which Delta project/connector is this regarding?
Description
Resolves #7205
Mimics Spark's approach to cleaning up log files after checkpoint operations. Removes the previous gate preventing Delta Kernel's checkpoint process from automatically cleaning up logs (wasBuildAsLatest) in favor of capping at a maximum version based on the latest checkpoint.
Note that support for V2 checkpoint files was not added as part of this PR, and the algorithm will skip log cleanup if it encounters V2 checkpoints.
Additionally, Delta Kernel's log cleanup didn't include checksum files, so they were included in the cleanup as part of this PR as well.
How was this patch tested?
Updated and added new unit tests
