[ENHANCEMENT]: Requirements.txt is not in the root directory. #530

Current Behavior

Under GSSoC 2026,
Upon running
pip install -r requirements.txt
Bash cant find the txt file because it is not in root directory.

Suggested Improvement

Bring the requirements.txt file back into the root directory.
To have consistency with the contributing.md.

Benefits

No manually looking up for requirements.txt.

Possible Implementation

In the above implementation i will also make sure to look for any more inconsistencies which might make the contribution experience bad.
