[GSSoC'26] Fix missing entries in README Table of Contents
Description
Added two missing Table of Contents entries in README.md — "Backend Deployment & BACKEND_URL Setup" and "Documentation Hub" sections existed in the document but were not linked in the TOC.

Fixes #None (just a documentation quick fix )

Verified the TOC anchor links point to the correct existing headings by checking the section IDs.
