Ship the licence inside the release archive

The tarball held three binaries and nothing else. It is a distribution,
so Apache-2.0 section 4(a) asks that whoever receives it also receives
the licence — and the upstream notices should travel with the sidecars
they describe rather than staying behind in a repository the recipient
may never see. The README goes along too, since the archive is the only
thing someone downloading a release actually has.
