• Added a new composite index `idx_ci_artifact_external_ci_pipeline_id_id` on the `ci_artifact` table to optimize queries filtering by `external_ci_pipeline_id` and ordering by `id`.
• The index is created with a partial condition `WHERE external_ci_pipeline_id IS NOT NULL` to improve performance and reduce index size.
• Included a corresponding down migration script to drop the index if needed.
