Rework Vulnerability Dictionary for Readability

What is the Feature? Please describe.
It's not clear what the key is in the dictionaries without looking further into NuGetDefense. This needs to be reworked for anyone using NuGetDefense programmatically. It should also increase maintainability of NuGetDefense itself.
