test: reproduce #4683 — enable strict: true in root tsconfig (failing)

Replace the individual strictness flags (`alwaysStrict`, `noImplicitThis`,
`noImplicitAny: false`, `strictNullChecks: false`) with `strict: true`.
`tsc --noEmit` now reports 351 type errors across packages/.
