[#3145] Added a 'review-code' skill that reviews the local branch or a pull request against project rules and a team checklist. - #3256
Consumer sites now ship a review-code skill in .claude/skills/review-code/. A developer runs it locally ("review my branch", or /review-code <PR URL>), and their agent reviews the change. It checks against AGENTS.md and docs/ first, then a team-owned checklist.md of Drupal checks (security, Drupal APIs, caching, config and updates, tests, front end), then general judgment. It reports Critical / Important / Minor findings with path:line and a verdict. It's read-only: it never edits project files, checks out branches or posts to GitHub.
The CodeRabbit config from the previous PR only tuned a hosted bot. A developer working locally still had no consistent review. An agent asked to review without a skill reached for whatever diff command came to mind, made up its own severity scale, and mixed unverified claims into its findings. A baseline run against PR #3243 did all 3. There was also a bug hidden in the installer: Internal::process() ran File::remove($t . '/.claude/skills') on every install, a guard left from when maintenance skills lived there. So even a committed project skill would never have reached a consumer site.
After merge, every install with AI instructions on gets the skill, and turning AI instructions off removes it with the rest of .claude/. Teams adapt it by editing checklist.md; project decisions in AGENTS.md and docs/ override the checklist. The installer's existing line cleanup keeps the checklist accurate: Acquia rewrites the web/ path to docroot/, and turning Behat or PHPUnit off drops just that bullet. The CodeRabbit config and its AiCodeReview prompt are unchanged.

Changes
Skill (.claude/skills/review-code/)
SKILL.md: the procedure.
PR mode uses gh pr view and gh pr diff with the URL, drops a leading # from a bare number, and reads full files at headRefOid (through gh api, or git show when the commit is local), never from the working tree.
Local mode finds the base with git symbolic-ref (falling back to gh repo view), then uses git merge-base and git diff <hash>, so uncommitted and untracked files are included and gh isn't required.
It stops in 1 line only when the base doesn't resolve, or when both the diff and the untracked files are empty.
It's read-only for project files, but may write the git-ignored .artifacts/ docs cache that AGENTS.md describes.
It loads the rules in priority order, skips what ahoy lint enforces, and checks every finding against the code. Anything it can't check goes under Questions.
It uses a fixed severity table and verdict table. A merged or closed PR gets follow-ups with no verdict, and another repository's PR is reviewed against that repository's rules.
checklist.md: team-owned Drupal checks. Each test bullet is a single line so the installer's behat / phpunit line cleanup removes it cleanly.
Installer
Internal.php: dropped the unconditional .claude/skills removal. The latest stable release (1.42.0) ships only .claude/settings.json under .claude/, so the PHAR-against-stable check isn't affected.
AiCodeInstructionsHandlerProcessTest: asserts both skill files exist when AI instructions are on.
Fixtures: the skill is added to _baseline; it's removed in ai_instructions_disabled; checklist.md deltas for the Acquia, no-Behat, no-PHPUnit and no-tools scenarios.
Docs and agent context
AGENTS.md: .claude/skills/ is listed under Key Directories, so agents that don't auto-load skills still find it.
development/ai.mdx: new "Review code" section covering how to invoke the skill, the order rules apply in, the report format, and a table of which file to edit for which change.
features.mdx: AI tab bullet.
How it was tested
The skill was written test-first, with fresh agents following it read-only:
PR URL: the review read the right repository, framed findings on a merged PR as follow-ups, and handled a cross-repo PR (drevops/behat-steps#1121).
Local branch: 2 runs. The first exposed the empty-diff case. The second caught the Internal.php removal above as a Critical finding.
Every ambiguity those runs reported was folded back into SKILL.md.
Notes for reviewers
A global ~/.gitignore that ignores .claude hides .claude/skills/ from git, because git skips the whole directory before reading the repo's !.claude/skills/ rule. The skill and fixture files here were added with git add -f. Adding !.claude/ to the shipped .gitignore would fix this for every developer. It's left out of this PR.
The change adds a read-only review-code skill and checklist, preserves them in generated projects, and documents the skill’s workflow and customization points.

Summary
Review workflow and checklist .claude/skills/review-code/SKILL.md, .claude/skills/review-code/checklist.md, AGENTS.md
The skill defines how to gather and inspect changes, apply project rules and checklist items, verify findings, and report results. The checklist covers project review areas, and AGENTS.md lists .claude/skills/.
The AI documentation describes the skill’s inputs, review sources, findings, verdicts, and customization points. The features list also includes the skill.
This adds a local review skill that preserves its files in generated projects. Before merging, tighten the closing instruction so it matches the read-only contract, and correct the documentation to describe the exceptions. Neither issue affects existing application or installer behavior.

Explanation
The title names the main change: adding a 'review-code' skill that reviews a local branch or pull request against project rules and a team checklist. The raw summary confirms the skill files, the checklist, and the docs describing this behavior. The title also carries a tracking prefix ([#3145]), but it still describes the changeset. The PR objectives note that the linked issue asks for a selectable reviewer configuration, which the PR does not deliver. That gap concerns the linked issue, not the title, so the title itself is accurate.
Full details: Linked Issues check
Explanation
Issue #3145 requires a selectable install-time configuration for an automated pull-request reviewer. It requires a severity threshold, constrained comment volume, repository convention references, installer fencing, fixtures, and tuning documentation. This PR adds a locally invoked .claude/skills/review-code/ workflow. The PR states that the CodeRabbit configuration and AiCodeReview prompt remain unchanged. The AI-instructions gate does not provide reviewer selection or the required automated-reviewer configuration.
Resolution
Add the automated reviewer configuration required by #3145. Set its severity threshold and comment-volume limit. Reference AGENTS.md and docs/. Add an install-time selection with enabled and disabled fixture coverage. Document configuration and tuning. Do not treat the local review-code skill as a substitute unless #3145 changes.
Full details: Out of Scope Changes check
Explanation
The principal changes add a Claude Code skill, a Drupal checklist, installer propagation for that skill, and documentation for local skill use. The skill reviews a local branch or pull request on request. It does not configure the automated reviewer targeted by #3145. Removing the unconditional .claude/skills deletion supports shipping this separate local skill, but it does not implement automated-reviewer selection.
Resolution
Move the local review-code skill, its installer changes, and related documentation to an issue for local review tooling, or expand #3145 to include that objective. Keep #3145 focused on selectable automated pull-request reviewer configuration.

Fixed in #3257 (9ae61ef), since this PR merged before the fix was pushed. The closing line no longer offers to act. The review now ends by noting that fixing the findings or posting them to the pull request is a separate request, and that the review itself does neither. That keeps the skill read-only from start to finish.
@AlexSkrypnyk The wording you describe preserves the read-only contract. I could not verify the change: commit 0fe546a8b is unavailable in the local clone, and GitHub returned “No commit found for SHA.”
