[#3137] Labeled Renovate security advisory PRs and documented how to make Dependabot alerts readable to Renovate. - #3260
Renovate PRs raised for a published security advisory now carry the Dependencies and Security labels, set through a top-level vulnerabilityAlerts block in renovate.json. The dependency-updates docs gain a Security fixes section that explains how to make advisories readable to Renovate in both the hosted app and the self-hosted CI modes.
The 14-day minimumReleaseAge quarantine is already on main, but Renovate only takes its built-in advisory fast path (schedule: [], minimumReleaseAge: null, prConcurrentLimit: 0) when it can read the repository's Dependabot alerts. When those alerts are off, or the app or RENOVATE_TOKEN can't read them, every security fix waited out the quarantine and the group schedule like a routine update, and nothing in the docs told a project how to turn the fast path on.
After merge, advisory PRs are labeled Security so they stand apart from grouped updates. The docs now state that the dependency graph and Dependabot alerts are free on every GitHub plan and open no PRs on their own. They tell projects to keep Dependabot security updates and dependabot.yml version updates off, so Renovate stays the only bot raising dependency PRs. Existing groups, schedules, minimumReleaseAge values and automerge flags are unchanged, and osvVulnerabilityAlerts stays off by default.

Changes
Renovate configuration
renovate.json: added a top-level vulnerabilityAlerts object that sets labels to Dependencies and Security. labels replaces the top-level value for advisory PRs, so Dependencies is restated. The schedule, release age and PR-limit exemptions come from Renovate's built-in defaults and aren't repeated.
The intro says advisory fixes skip the 14-day wait when Renovate can read advisories.
Change the delay says the delay applies to routine updates only.
New Security fixes section:
What an advisory PR skips, the lowest-fixing-release strategy, and the labels.
Let Renovate read advisories: turn on the dependency graph and Dependabot alerts in Settings > Advanced Security. Both are free on every plan, alerts open no PRs, and Dependabot security updates and version updates stay off. Covers the app permission, plus the classic (repo) and fine-grained (Dependabot alerts: Read-only) token permissions for the self-hosted service.
Advisory PRs cover packages in composer.json and package.json plus the actions in workflow files. An indirect dependency that an alert flags gets updated by hand.
Read advisories from OSV: osvVulnerabilityAlerts as an opt-in fallback, with its limits (experimental, direct dependencies only, a database download on every self-hosted run).
Without advisories, a fix waits like a routine update. A fix that needs a new major version is applied by hand, because the major groups are disabled.
Batch security fixes with routine updates: "vulnerabilityAlerts": {"enabled": false}, with osvVulnerabilityAlerts left off. OSV rules copy vulnerabilityAlerts into force, so having both set would skip the flagged dependencies.
Both self-hosted setup tabs now say that a fine-grained RENOVATE_TOKEN needs read access to Dependabot alerts.
Vale
Added Dependabot to the accepted vocabulary and OSV to the heading exceptions.
Installer fixtures
Regenerated _baseline/renovate.json and the 2 automerge fixtures, which only shift hunk offsets.
Not verified here
A Renovate dry run that reads advisories needs a repository with Dependabot alerts enabled and a committed composer.lock. The template repository ignores its root composer.lock, so that check belongs on a consumer project. The config validator step in both CI providers checks the new key.

Explanation
[#3137] The existing 14-day per-group minimumReleaseAge configuration quarantines routine updates and remains unchanged. Existing dashboard documentation makes delayed updates discoverable. The new top-level vulnerabilityAlerts.labels setting adds Dependencies and Security labels. The documentation records the advisory fast path, Dependabot settings, hosted-app access, self-hosted token permissions, the OSV fallback, and the routine-update fallback. It also preserves routine groups, schedules, and automerge behavior. The reported dry run was not performed, but that is runtime validation and does not establish a missing coding requirement.
Full details: Out of Scope Changes check
Explanation
The changed configuration implements the advisory-label requirement in [#3137]. The documentation changes implement the required advisory visibility, token-permission, quarantine, OSV, dashboard, and update-policy guidance. Vale vocabulary and heading exceptions support that documentation. The reported installer fixture regeneration supports the issue's fixture-update requirement. No unrelated behavior change is shown.

Review comments at @.vortex/docs/content/development/dependency-updates.mdx:
- Around line 169-172: Update the Renovate security-advisory guidance to clarify
that it cannot create PRs for transitive-only Composer dependencies because it
extracts dependencies declared in composer.json; instruct readers to remediate
those alerts manually, and avoid promising a PR for every advisory.
- Around line 220-224: Update the OSV fallback documentation near the
`osvVulnerabilityAlerts` configuration to state that Renovate needs a committed
`composer.lock` to resolve Composer ranges and skips ranges such as `^2.3`
without one. Clarify that Vortex ignores its root lockfile, so test the fallback
in a generated consumer project with a committed lockfile.
- Around line 243-245: Update the dependency-updates batching example to set
osvVulnerabilityAlerts to false alongside vulnerabilityAlerts.enabled being
false, so enabling the example does not cause OSV rules to skip matching
dependencies.
