- Add kill_all_jobs method to JobManager to stop all running processes
- Register kill_all_jobs tool in the MCP server
- Define KillAllJobsOutput Pydantic model
- Add unit tests for various job state scenarios and result sorting
- Update SPEC.md with tool annotations and definitions
