Commit the GPG public key so anyone can verify our signed commits and release tags (git verify-commit / verify-tag), document the fingerprint, and add a vulnerability-reporting policy. Prep for the v0.1.0 release. Signed-off-by: Austin L. <86896075+rvnminers-A-and-N@users.noreply.github.com>
