Link RootCauseAllocatesAlreadyAllocatedMemory to CompReq NoReuseOfAllocatedSharedMemory

• Link the dangling root cause RootCauseAllocatesAlreadyAllocatedMemory to a new component requirement, NoReuseOfAllocatedSharedMemory, rather than to a mitigation.
• Add a concurrent-allocation test and extends an existing test so the requirement is verified for both concurrent and subsequent allocations.
• The root cause will still show as [PARTIAL] until mw::com has a component target, which should come in a follow-up PR.
