Fix sync of readme for renovate updates

Frank Scholter Peres frank.scholter_peres@mercedes-benz.com, Mercedes-Benz Tech Innovation GmbH
Provider Information

The tool-documentation pre-commit hook regenerates the generated tool table
in tools/README.md from the lockfiles. When a lockfile version is bumped the
README becomes stale, so the hook modifies the file and pre-commit fails the
CI run (see PR #174). Add sync_readme.py to the post-upgrade tasks (and to
the allowed command list) so the regenerated README is part of the Renovate
PR.
