[skills sync] add repo_skills_target argument - #524

native.glob in sync_skills() cannot see .github/skills/score-* when .github/skills has its own BUILD file, because that is a separate Bazel package. The check then reports every skill as MISSING. Co-authored-by: Michael Saborov <michael.saborov@bmw.de>
