Python 3.15 and pyTooling/Actions@r9

* `Pipeline.yml`: job templates of pyTooling/Actions `@r9` (was `@r7`); unit tests also on Python 3.15.
* `setup.py`: Python 3.15 in `pythonVersions`.
* `pyproject.toml`: mypy checks with `python_version = "3.15"`.
* `run.ps1`, `doc/make.bat`: Python 3.15 (`py -3.15`).
