chore(deps): bump quick-xml to 0.42 in /backend (#1042)

0.42 decodes to `str` at the API boundary: `local_name().as_ref()` and
`Event::Text::as_ref()` return `&str`, and an attribute value is a
`Cow<'_, str>`. The `from_utf8` calls in `parse_timeseries_xml` come out, and
the text branch loses a fallible layer with them.
