feat: establish governed social-surface catalog skill

Implements the durable foundation for #52 while keeping the source-derived publication gate explicit.

Included

• a versioned social-surface catalog contract that preserves nullable unknowns, organic versus advertising context, verification state, provenance, lifecycle, and a deterministic snapshot digest;
• a registered Media Cheat Sheet source candidate with its exact captured archive digest, but no copied archive, SVG templates, or source-derived records;
• deterministic validation, offline JSON/Markdown query support, catalog distribution manifests, and catalog-digest release locks;
• the portable social-surface-specs skill, including evals and a pinned installed catalog;
• release support that includes the catalog only when it becomes stable, rights-approved, and explicitly release-eligible.

Deliberate rights gate

I opened #54 to record the source-rights decision. Until it is resolved, the catalog remains experimental with zero source-derived records. This prevents a personal/non-commercial source snapshot from silently becoming a public redistribution.
