core pin: 0.1.3 (crates.io-published, contract-corrected)

jdc-core 0.1.2 published to crates.io and 0.1.3 corrects the return modelling
its CONTRACT and toy front-end taught; the pin follows the newest core tag, as
release.yml requires (it builds the tag the pin names and fails the run if the
tag is missing upstream).
