[Scout] Discover factory-registered tests, not only *.spec.ts

Summary

• Scout config discovery no longer requires tests to live in a *.spec.ts file. Runnable tests (including those registered from a shared factory) are discovered; only global.setup.ts / global.teardown.ts are skipped.
• This unblocks factory-based suites: discovery previously treated those configs as having no tags / no tests, and the flaky runner dropped them.
• Split out of Migrate artifact tabs in policy details from Cypress to parallel Scout #287969 (comment) at Dima and Carlos's request. After this lands, Migrate artifact tabs in policy details from Cypress to parallel Scout #287969 should drop the kbn-scout files and rebase onto it.

Helper is named isScoutTestFile as suggested on that review.
