Remove the call-home usage reporter - #4759

Electric no longer sends anonymous usage data to checkpoint.electric-sql.com. - Delete ElectricTelemetry.CallHomeReporter, its reporter wrapper and the Measurement aggregation helper that existed solely for it, along with the req/bypass/ex_json_schema dependencies they pulled in. - Drop the ELECTRIC_USAGE_REPORTING and ELECTRIC_TELEMETRY_URL environment variables and the call_home_telemetry?/telemetry_url config options, including Electric.Config.parse_telemetry_url/1. - Stop passing installation_id into telemetry opts; the call-home reporter was its only consumer there (the id is still persisted for the OTel resource detector). - Remove the usage-reporting and anonymous-usage-data sections from the website docs.
