feat: cc_get_language tool, v1.3.24 release prep, and sibling metadata parity

Summary

• Implements cc_get_language (Tool 23), enabling clients to inspect the currently configured language and list supported languages (en, de, es, zh, ja, ru), establishing full i18n parity with fc_get_language in FileCommander and ControlCenter.
• Adds comprehensive unit tests in test/i18n.test.ts verifying cc_get_language across all 6 supported languages.
• Updates sibling server tool counts in README.md, README_de.md, and llms.txt (FileCommander: 50, ControlCenter: 34, Homebase: 51, Blender Use: 4, Open Compute: 16, Clatcher: 12, n8n Manager: 19, ServerCommander: 8).
• Drops dead/private link to dev-bricks/automation-master.
• Normalizes CRLF/LF in metadata test runner for cross-platform resilience across Windows, macOS, and Linux.
• 100% test pass: 187 Vitest unit tests, 35 MCP stdio integration tests, 43 i18n assertions (265 test assertions total).
