Summary

The Windows host job never hit its compiler cache. host-single-Debug sets no generator, so on Windows CMake picks Visual Studio, and that generator ignores CMAKE_<LANG>_COMPILER_LAUNCHER. On #361 the Windows ccache stayed at 0.0 / 2.0 GB and MSBuild compiled everything, while macOS hit 84% (243/288).

This ports embedded-infra-lib's 8363cb0e ("ci: build Windows host with Ninja and sccache", its #150) to host_build_test:

Windows:
- ilammy/msvc-dev-cmd sets up the MSVC environment, then the build runs with Ninja, through sccache (ccache-action with variant: sccache).
- Debug info is embedded (/Z7 via CMP0141 + CMAKE_MSVC_DEBUG_INFORMATION_FORMAT=Embedded), because sccache cannot cache /Zi.
- CC/CXX=cl keeps run-cmake from running its own vcpkg-based MSVC setup.
macOS: unchanged, still ccache.
Job name: set explicitly to Host Build & Test (${{ matrix.os }}). An include matrix would otherwise append every matrix value to the name, and the existing (macos-latest) / (windows-latest) checks would stop reporting.
fail-fast: false, so one OS failing no longer cancels the other.
Failed-test logs: each OS now uploads its own artifact (test-logs-<os>), so the two jobs can't collide on one name. They come from build/host-single-Debug/Testing/Temporary/, the preset's binary directory. The old path, build/host, is never written by this job.

The other compiling jobs already cache with ccache, so they are unchanged. Hit rates on #361:
