…antics Distinguish availability vs authentication: on Android, useFallback is honored by isAvailable() (fallbackAvailable = useFallback && deviceIsSecure) but ignored by verifyIdentity() due to BiometricPrompt API constraints. Addresses CodeRabbit review comment on PR epicshaggy#91.
