Adds a Nix flake dev shell with the native libraries needed to build and run Chipmunk on Linux (Wayland and X11). The Rust toolchain still comes from rustup.
.envrcloads the shell through direnv (direnv allowonce), so all dependencies will be automatically on machines with Nix installed and flakes activated. This will be no-op on other machines
