Add functionality to watch file descriptors to the ``C_FileSystem`` API

Leftover from #39. I don't need this right now, but it would be nice to have.

Proposed API: Watch(path, onChangeHandler) (callbacks are kind of awkward here, maybe there's a better way?)

Can probably look at the NodeJS implementation.
