I got 24 events in the history grid when i changed one value in System Configuration. The value i changed was System Configuration > Sales > Sales > Minimum Order Amount > Enable.
It didn't give me any useful information.
In this case i have enabled it before and i have set a value to the amount but none of them showed up as a old content. In cases there it does not exists any value in core_config_data for that path it should look for default data and have that as Old Content and if no default content exists it can be not available as shown in the screenshot.
