Refresh the artifact layer from the shipped v2.13.0 tokens

DESIGN.md's frontmatter had been mirroring tokens.json light as of 2.10.1 and
had fallen behind three token-contract changes plus a wave of component work.

Colours: 20 -> 55 entries. The nine --type-* dots and the twenty --series-*
categorical slots are now recorded as the encoding scales they are, with the
lead slots (1-2 alias --primary/--secondary, and so flip with the theme) and
the parity of slots 3-20 stated, plus the re-aiming of slots 4 and 8 out of the
crossover band. The four status grounds join the palette: the dark tints are
22% in-oklab mixes struck from their own lower-lightness bases -- including
oklch(55% 0.16 60) for --warning-bg and oklch(50% 0.18 25) for --error-bg,
long-shipped values the lagging artifact had simply never recorded. --ink-subtle
and --ink-on-pastel were likewise shipped and unrecorded.

Two new named rules carry the dark-block work: The Redeclare-In-Dark Rule (a
token whose value contains var() must be declared in the dark block, or it is
substituted against light referents and inherited frozen) and The Published
Scale Rule.

Typography: headline was typed at max 3rem while h1 renders --text-4xl at
>=768px; the role now names the right clamp and a subhead role covers h2. Added
The Bound Punctuation Rule for the FrenchSpacing U+202F helper.

Elevation: the AI lede has been a 2px ink rule since the info-blue panel was
retired -- the section said otherwise. Recorded the dark shadow set (pure black,
higher alpha, greater spread), the composed focus tokens, and The Outline-First
Focus Rule: --focus-outline is the indicator, --ring-focus the clipped-control
exception.

Components: the CITE dateline jump, the transcript "continued" disclosure, the
linked-resources ledger grammar, and the breadcrumb trail (rendered since
2.12.0). The sidecar gains typeMap, categoricalSeries, six colorMeta entries,
dark values on every shadow, and two component snippets.

Not canonized: light --type-document / --type-entity-organisations (#de7000)
read 2.91:1 on --surface-sunken. The token is recorded because it ships; no rule
sanctions that pairing, and the fix is a --warning change tracked in issue #12.

Gate: check:tokens passes. No token, Sass, doc or template edits.
