GitHub only reads .github/ISSUE_TEMPLATE.md for the classic issue template; the root-level ISSUE_TEMPLATE.md is unused by GitHub and had drifted out of sync (stale wording, missing the performance-info line, a typo: 'provide a the steps'). Remove the dead duplicate to avoid future edits going to the wrong copy. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

GitHub's classic issue template mechanism only reads
.github/ISSUE_TEMPLATE.md(or files under.github/ISSUE_TEMPLATE/) — the root-levelISSUE_TEMPLATE.mdfile is never used by GitHub's UI. The two files had drifted apart over time: the root copy still contains a typo ("Please provide a the steps required to reproduce the problem"), British spellings ("behaviour" vs. "behavior") inconsistent with the maintained copy, and is missing the "Performance information, links to performance testing scripts" line present in.github/ISSUE_TEMPLATE.md.
