SeerWorkflowConfig gains create_configurable, set_scope, and get_project_ids as the way to write and read a config's project and environment scope. A config whose selected projects are all gone covers no projects instead of widening to all. Validating a config's settings is left to each automation. Refs AIML-3722

Adds
create_configurable,set_scopeandget_project_idstoSeerWorkflowConfig, so V2 configs have one place to save and read their project and environment selection. Saving validates first (at least one project for Some, same-org active projects, valid environment names), then writes the flag, project rows and environments in one transaction. A config whose selected projects are all deleted covers no projects. It never widens to all.Validating the JSON settings fields is left to each automation.
