fix: Cookie settings link in the footers, footer links centred - #42

Withdrawing consent has to be as easy to reach as giving it. A footer link calling Cookiebot.renew() is that, and it is what lets the floating privacy trigger be turned off in the Cookiebot admin, where it sat on top of the footer's own links. Both footers get a "Cookie settings" link that reopens the consent banner (Cookiebot.renew), and the footer links are centred so the floating consent widget in the bottom-left corner no longer covers them.
