.tool-versions(uv) uv 0.12.5 -> 0.12.6

why: Routine toolchain refresh. 0.12.6 is bug-fix and performance
work: release binaries are now PGO-built for Linux x86-64/ARM64,
Windows x86-64 and macOS ARM64, and sync is faster for projects with
many activated conflict items. Two resolution fixes land in the span —
recursive extras whose markers mix production and extra conditions, and
version constraints reached through transitively referenced recursive
extras. Neither the lockfile format nor the resolver algorithm changed
in this release, so the bump moves the pinned binary only and leaves
uv.lock alone.

uv 0.12.7 is deliberately skipped: published 2026-08-27 22:14Z, it is
still inside the 3-day supply-chain cooldown this estate resolves
under (exclude-newer = "3 days"), which lapses 2026-08-30 22:14Z.
