.tool-versions(uv) uv 0.13.4 -> 0.13.5

why: 0.13.5 is a security release: it rejects certificate chains that
contain compromised eMudhra intermediate keys (rustls-webpki 0.103.16),
following 0.13.4's removal of the emSign root. Managed CPython builds
move to python-build-standalone 20261021 (3.15.1, 3.14.9, 3.13.17).

CI does not read this pin, so the bump moves local runs only. The repo
pins no Python patch version, so nothing here needs the new builds.
