Do not enforce PowerShell on Windows

Describe the bug

I have a perfectly capable cmd terminal, running copilot in it is incapable of running for example gradlew. That command does not require a powershell, it's a simple batch file.

Steps to reproduce the behavior

copilot -i "Run gradlew build and fix errors"

Expected behavior

Just works, regardless of powershell being installed or not.

I installed latest powershell from the provided link and I still get:

Same issue here - I feel thee is some hardcoded use of pwshlö command which is obsolete when being started from powershell and when working in windows in general:

   (PowerShell Core 6+) but the user is running Windows PowerShell 5.1.

   try to understand why the tool is failing.

   Actually, looking at the error message more carefully:
   "PowerShell 6+ (pwsh) is not available. Please install it from https://aka.ms/powershell."

   This suggests the tool itself is checking for PowerShell Core. But the user says they started Copilot in PowerShell and it works when they
   run commands directly.

   Let me try running it with the python command directly without specifying a session or mode.

The task running tool should probably have more clever 'calibration' or fallback for the expected shell execution env.
