I think this is a no issue.
Probably "Copilot-cli" didn't honor the policy enforcement before and they just fixed this. For some reason, in my enterprise policies "copilot-cli" was disabled. I asked to enable it and now everything works again.

Same issue with GH enterprise after update to 1.0.41

This is the expected behavior. The CLI shows this error and a link to your Copilot settings when the request is denied by your organization's Copilot policy. As @k3rn31 confirmed, asking your enterprise admin to enable Copilot CLI in policy resolves it. If the error persists after Copilot CLI has been enabled in your enterprise policy, please comment with details and we'll take another look.
