Local sandbox setting 'Allow local network' not works

Describe the bug

On local sandbox, regardless of 'Allow local network' setting enabled or disabled, /sandbox policy shows it is blocked. I tried /restart, /reset and also manually exit and restart. The CLI behavior is blocked as policy shows.

1.0.83

Steps to reproduce the behavior

1. turn /experimental on
2. run /sandbox and enable 'Allow local network'
3. check /sandbox policy

Expected behavior

Works as configured

It's a bug on the /sandbox policy command, but the option is being applied otherwise.
