Hyphenate static OTP's

Static one time passwords are often used as a Plan Z backup to other MFA forms and are often entered by hand.
Could we hyphenate static tokens to make them easier for humans i.e. abcd-efgh-ijkl-mnop

I have opened a PR for this: #26251. Tokens are shown as abcd-efgh-ijkl, and hyphens and spaces are ignored when a token is entered. Stored tokens are unchanged.
