Release 0.1.8: reliable FC=3 server-endpoint change

- Defer the staged endpoint apply (~750 ms) so the FC=3 ack for the
  commit reaches Home Assistant before the TCP session closes.
- A retried param 29 inside the deferred-apply window acknowledges the
  in-flight commit as success instead of being misread as a bare
  restart request and rebooting the bridge.
- BRIDGE_VERSION bumped to 0.1.8.
