Initial plugin settings not applied

There seems to be a bug with the initial plugin settings not applied correctly

When the plugin is newly installed and plugin settings have not been saved, then the approval button will not show up but "The current status does not allow approval." will be shown always.

Saving the plugin settings once seems to resolve the problem.
